Professional Profile

J. Bulama is a self-motivated, highly innovative and commercially-oriented lawyer with cognate experience in legal (litigation & ADR), energy/electricity, commercial transactions (contracts negotiation, drafting, etc), regulatory compliance, corporate governance, due diligence and policy advisory environments in both the United Kingdom and the Nigerian jurisdictions. He holds a Ph.D in Energy and Natural Resources Law with specialization in Renewable Energy/Electricity Law. He is also a holder of LL.M in Petroleum Law & Policy from the Centre for Energy, Petroleum and Mineral Law and Policy, University of Dundee, UK. He graduated from the University of Jos, Nigeria with LL. B (Hons) (second class, upper division) and also from the Nigerian Law School with BL (second class, upper division).

Upon qualifying as a Barrister and Solicitor of the Supreme Court of Nigeria he lectured briefly at the Federal Polytechnic, Ilaro, Ogun State, Nigeria and subsequently practised law as a Legal Counsel/Associate in the Law Firm of Adetokunbo Kayode (SAN) & Co. in Abuja, Nigeria before proceeding to the University of Dundee for his Post-Graduate studies. After obtaining his Master’s Degree, he joined Scottish & Southern Energy, Plc in Perth, Scotland as Energy Customer Service Advisor. He later moved on to become a Contracts Manager with SSE Plc (UK’s 2nd largest energy/electricity company) working at its Basingstoke’s office in Hampshire County, United Kingdom until his voluntary resignation in February, 2013. On this role, he was able to successfully negotiate and conclude multi-million pounds sterling energy/electricity contracts, attracting commendation and promotion from the company. On his return to Nigeria, he joined Citec International Estates Limited, Abuja as its pioneer General Manager, Legal & Corporate Services in March, 2013 and resigned in December, 2019 to start his own private legal practice and consultancy.

With over 21 years’ post-call/qualification experience as a lawyer, he is a member of many professional bodies, both national and international. He is a member of the Oxford Climate Society, Graduate Member of Energy Institute, London; Member of Association of International Petroleum Negotiators (AIPN); Associate Member of Chartered Institute of Arbitrators, UK; Member of Nigerian Bar Association (NBA) among many other professional bodies. He was the Alternate Chairman of the Committee on Legal Practice of Nigerian Bar Association, Abuja (Unity Bar) Branch and the pioneer National Secretary of University of Dundee Alumni Association, Nigerian Chapter.

His areas of specialty and interests include (but not limited) to Energy/Electricity Regulation & Governance, Oil & Gas, Litigation, Regulatory Compliance, Contract Negotiation, Drafting and Monitoring, Corporate Governance, Due Diligence, Company Secretarial Services, Project Finance, Risk Management and Policy Advisory, etc. He has attended several international seminars and courses and has written a number of academic Articles.

Dr. Bulama is married and enjoys traveling, reading, listening to music, playing golf and meeting new people.
